Achievements

To improve livelihoods and food security of vulnerable small-scale fishing communities in Zambia, the ECOFISH-ActionAid project builds capacity, provides equipment and set up guidelines for the fishers. In this context, the project provided the following supports to date:

1. Empowerment and capacity building

  • 70 Community Fisheries Committees for each of the 7 districts have been set up
  • leadership building of fishers reached out 4, 660 fishers. 309 of them have now leadership position in the committees.
  • 3, 915 fishers were trained on sustainable management of fisheries including restocking of fish through the department of fisheries
  • fishers were trained in sustainable management of fisheries

Activities

  • Establish and strengthen women and youth fishers’ platforms
    • 70 committees were formed under the Action and of the 70, a total of 32 Women and youth fishers platforms were strengthened (Fisheries committees set into multi-purpose cooperatives – 7 in Kafue, 10 in Southern, 4 in Luangwa and 11 in Western).
  • Leadership building of the fishers
    • The leadership building of fishers reached out to 4, 660 fishers ( 2,100 Females and 2, 560 Males) both under training of trainers and cascading in the target districts. Out of 4, 660 fishers, 309 (110 Females and 199 Males) have taken up leadership position in the committees.

Outputs

  • Enhanced livelihoods and food security of vulnerable small-scale fishing communities through sustainably managed small-scale fisheries.
  • Women and youth small-scale fishers have strengthened capacities in value addition of fish and access to markets resulting in their increased contribution to sustainable growth, including to SDGs.
  • Small-scale fishers, especially women and youth, are better able to advocate for adoption and implementation of national and regional policy and legal frameworks that favour sustainable management of fisheries resources, including security of tenure.

RESULT 2: Strengthened capacity to prevent, deter and eliminate Illegal, Unreported and Unregulated (IUU) fishing in the EA-SA-IO region

8 STRATEGIC ACTIONS

  1. Support inter-regional, inter-agency and inter-governmental cooperation in EA-SA-IO
  2. Support exchange of experiences & development of coordinated approaches to improve MCS of small scale marine fisheries
  3. Organise joint regional sea & air patrols with Authorities in continuation of the Joint Regional Patrol Programme of IOC-PRSP
  4. Facilitate the interoperability of systems & exchange of data at regional levels

RESULT 3: Concrete fisheries management and governance initiatives in small-scale inland and marine fisheries are supported with the possibilities of replication at the regional level.

  • 896 people were trained in integrated fishing and farming
  • Capacity of 84 government extension workers were built
  • 389 fishers were trained in gender sensitive access to markets
  • 441 peer community volunteers were trained as trainers in value addition
  • 4, 758 community level fisheries committee members and 40 fishery officers were trained in security of tenure and FAO voluntary guidelines
  • 2, 440 fishers were trained in rights and control over water fisheries resources

2. Equipment: cooler boxes and solar refrigerators were procured as part of the process in piloting gender responsive facilities

3. Guidelines and policies

  • Three (3) research studies have been conducted: a baseline survey, a research on preservation of fish, and a value chain analysis
  • a fisheries co-management manual was developed and is used in Zambia. This manual is the first of its kind in Zambia.

ACTIVITIES:

  • Establish and strengthen women and youth fishers’ platforms
    • 70 committees were formed under the Action and of the 70, a total of 32 Women and youth fishers platforms were strengthened (Fisheries committees set into multi-purpose cooperatives – 7 in Kafue, 10 in Southern, 4 in Luangwa and 11 in Western).
  • Leadership building of the fishers
    • The leadership building of fishers reached out to 4, 660 fishers ( 2,100 Females and 2, 560 Males) both under training of trainers and cascading in the target districts. Out of 4, 660 fishers, 309 (110 Females and 199 Males) have taken up leadership position in the committees.
  • Trainings on sustainable management of fisheries including restocking of fish through the department of fisheries
    • 3, 915 ( 1, 572 Females and 2, 343 Males) fishers were trained.
  • Research on preservation of fish
    • Three (3) research studies have been conducted starting with Baseline survey; Research on preservation of fish such that nutrients are preserved; and Value chain analysis through national consultative meetings.
  • Trainings on integrated fishing and farming
    • 896 people trained comprising of 188 Males, 278 Youths and 430 Females.
  • Capacitating 84 government extension workers
    • 84 government extension workers – 12 per District (fisheries, livestock, community development and local government). In year One, 31 (6 Females and 25 Males) were reached then in year two, 53 were reached.
  • Trainings on gender sensitive access to markets to 70 Community Level Fisheries Committees
    • Community Level Fisheries Committees were trained on gender sensitive access to markets to reaching out to 389 (186 Females and 203 Males) fishers.
  • 14 training of trainers on value addition to 420 peer community volunteers
    • 441 ( 141 Females and 300 Males) peer community volunteers trained as trainers on value addition.
  • Piloting gender responsive facilities
    • The Action procured cooler boxes and refrigerators as part of the process in piloting gender responsive facilities. Solar refrigeration (cold room) was placed in Chanyanya fishing camp.
  • Capacitate small-scale fishers on security of tenure and FAO Voluntary guidelines on Sustainable Small-Scale Fisheries
    • 4, 758 (2, 085 Females, 1, 399 Males and 1,274 youths) community level fisheries committee members were  capacity built on security of tenure and FAO voluntary guidelines on Sustainable Small-scale and also 40 fisher officers (20 females and 20 males) in collaboration with the Ministry of Fisheries and Livestock.
    • Additionally, 305 fishers (159 females and 146 females) received translated FAO guidelines in local languages in the target districts to facilitate advocacy.
  • Capacity building for women and youth fishers on rights and control over water and fisheries resources
    • 2, 440 (1, 272 women and 1,168 youth) fishers benefited from the training on capacity on rights and control over water fisheries resources resulting into increased capacity on rights and control over water fisheries.
  • Advocacy for a harmonised fisheries policy
    • The advocacy for a harmonized fisheries policy was and this resulted into Fisheries department and other stakeholders developing a manual for governance of fisheries co- management with communities that will be used in Zambia as there is no fishing framework. This manual is the first of its kind in Zambia.
    • The ministry has further reached out for more collaborations with the project in the formulation and validation of the new fisheries policy under development.
    • Additionally, 73 fishers (25 females and 48 males) were trained in advocacy and 10 policy regulations that govern fisheries.
  • Engaging Cross border Traders on fisheries and advocate with private sector value chain actors
    • 147 people (86 females and 61 males) benefitted from the activity which was conducted through hybrid of physical participation for participants within Zambia and virtual participation for participants across the SADC region and Congo, where the side event was registered through the SADC meeting. The meeting was conducted through presentations and debates on key issues affecting the SADC region and trade. A communique to SADC ministers that attended a side event was conducted and submitted to SADC secretariate. The action is reached out 90 people (63 females and 27 males) in year three (3).​

  • Community level fisheries committees conducts quarterly meetings at District level.
    • 236 fishers (107 females and 129 males) participated in the quarterly review meetings in year three (3).​
  • Excess co – financing funds ( Livelihood Support to 3 Districts).
    • 30 fishing camps benefitted from livelihood support. In total 300 people ( 190 females and 110 males) received goats and chickens as a start -up capital.
  • National Annual Conventions on fisheries.
    • 10 Consortium staff ( 4 females and 6 males) who reached out 80 people ( 50 females and 30 males).​
  • Annual planning and review meetings with partners
    • 17 Consortium partners ( 5 females and 12 males).
  • Refresher trainings for fishers
    • 180 fishers (90 females and 91 males) benefitted from the refresher training.​
  • Mid – term evaluation (Participatory Review and Reflection Process)
    • 252 fishers (143 males and 109 females) participated in the participatory review and planning meeting that took place in three districts namely Sinazongwe, Luangwa and Sesheke.
  • Monitoring and Evaluation Field Visit
    • Total reached is 401 (179 females and 222 males).​
  • Knowledge sharing workshop in Mombasa (Exchange Visit)
    • 210 people ( 110 females and 110 males).
